The performance of regional networks degraded       significantly, especially regarding upload speeds, during a time when       an online connection was a true lifeline. But would the 2015 network       neutrality regulations have made a difference in consumer experience       during the pandemic? Would net neutrality have provided faster       neighborhood internet speeds or more consistent pricing?
