   The article linked below makes fun of the Massachusetts bill, which provides   
   for   
   fines of up to $10K per call, but if you read the bill (link at the end of the   
   article) it's actually quite reasonable.   
      
   It makes it illegal to call "with the intent to deceive, defraud, harass, cause   
   harm or wrongfully obtain anything of value," using a non-Massachusetts caller   
   ID if you're not actuually in Massachusetts.   
      
   So moving to Califonia and taking the 617 number on your mobile phone is fine.   
   Calling from a boiler room in Florida and saying "we're doing driveway work in   
   your neighborhood and we have a fantastic deal for you" is not.
