   A lot of three-letter government agencies are looked upon with   
   derision by much of the public. Some of that derision can be   
   attributed to whether or not the current president is a member of the   
   same political party as the individual holding the opinion on the   
   agency.   
      
   But a lot of it can be attributed to the question: What has this
