   The old rules requiring 2-3 days of battery power backed up by diesel   
   generators should be applied to the mobile phone networks. It is   
   understandable that the mobiles were exempted when they were new, and we   
   could fall back to POTS in an emergency, but now that POTS landlines are   
   disappearing that will not work anymore. But I am fairly sure that the   
   industry will see to it that that cannot happen.
