   ipad data plans are data-only, something clearly stated in the specs.   
      
   many other devices are also data-only.   
      
   one example are usb cellular modems, which have existed long before   
   ipads or iphones. they too are assigned phone numbers, however, they   
   can only be used for data. they cannot be used for phone calls.   
      
   other examples include vehicles with a mobile hotspot (only wifi, not   
   calls) and iot devices.
