   That's the entire point.   
      
   This "creates" that setting, in effect, because that setting, which we'd   
   all want to have for privacy in the fused location provider, doesn't exist.   
      
   It's a thought experiment.   
      
   Certainly it's doable. And it's not even difficult to do.   
   But I don't expect anyone to do it.   
      
   But it does have the effect of decoupling GPS from cellular tower IDs.
