   Yup, that's the popup I got before and used it to open the local Files   
   app. I just don't remember what I was doing and haven't been able to   
   open the app since. But the app still sits and grins at me in the   
   tablet's All Apps list...

   So I just tried it again your way with a text file stored in Google   
   Drive. Hit the "3 dots/download". It just downloaded the text file   
   direct to Google Files with no pop up. So then I tried the "3dots/open   
   with" in both Google Drive and Google Files. They both gave me a popup   
   choice of using the Chrome app or the HTML Viewer app but nothing about   
   the local Files app. Huh??
