    As far as I know, there are (too?) many apps which can 'export'   
   contacts to a local file.   
      
    I have no examples/suggestions as I never needed such an app, but I   
   know it's possible without Internet/cloud/root, because that's how I   
   copied contacts (and other stuff) from old to new phone via direct USB   
   cable (in my case via the Samsung Smart Switch app).   
      
    Perhaps/probably someone in the audience has a suggestion for such an   
   app.
