    I don't know if my solution can accomodate a low enough brightness for   
   you, but I use Nirsoft's 'nircmd' command in two shortcuts for different   
   brightness settings.   
      
    For my currently active 'Brightness Night' shortcut, the 'Target:'   
   field contains (without quotes):   
      
   "C:\packages\nircmd\nircmd.exe setbrightness 40"   
      
   where 40 is the brightness percentage.   
      
    I have two shortcuts for Day and Night on the Desktop, because I was   
   getting tired of playing with the brightness keys (too coarse) or   
   Settings (too awkward).
