   Not really: there's also the Use of Force Policies for DOJ, CBP, & DHS   
   which have set very specific parameters for when it is legal for an   
   officer to use lethal force.   
      
   In these, it specifically excludes shooting at a car where the   
   alternative is to step aside. Similar documents specifically identify   
   standing in front of a car to try to contrive 'peril' as disallowed.

   Well, as an instructor of some of the stuff that ICE is using, its been   
   hard for me to not notice a lot of use violations. Sure, there's always   
    a "few, isolated", but this has been far too frequent to have been   
   inadvertent & accidental so it is hard for me to not conclude that its   
   not deliberate.
