   Run the 'glxinfo' command (part of the mesa-utils package on Debian) in   
   an xterm.  Near the top of the output it will say "direct rendering:   
   Yes" if hardware accelerated 3D is available.   
      
   If not, in all likelihood you just don't have the appropriate drivers   
   installed for your hardware.  I don't know of any reasonably recent   
   hardware that doesn't do 3D.  Figuring out which packages to install to   
   get it can be a challenge, though!
