   As I understand it Wayland does 3D through Mesa, and Mesa has a   
   software renderer driver, so I don't know why hardware 3D support   
   would be a requirement (except if the software rendering is   
   considered unusably slow). Actually it now has several, since the   
   swrast driver was removed now they have softpipe, llvmpipe, and   
   swr.   
      
   Of course you'll need Mesa's software renderer drivers installed.   
   I guess they could be missing or optional on some distros.
