   Because for the MAJORITY of home users, it doesn't matter. Mother board   
   (= computer) dies, they buy a new one.Business users of course don't   
   normally buy OEM copies anyway.   
   The people it affects are the relatively small but knowledgable minority   
   who build and/or repair and/or upgrade their own machines. Of course   
   once they are bitten, they never buy OEM Windows again...
