   I believe it can be turned off in Windows Server. We had one site that had   
   a mysterious problem with the state CJIN connection in the early hours of   
   the morning. The root cause was Windows was updating automatically. The   
   proximate cause was dual-homed NICs. The interface program wasn't   
   specifically binding to a NIC so which one you got was random. The state   
   examined the incoming IP and rejected the one it was not configured for.   
   Why the machine was dual-homed was an attempt to fix another problem with   
   the network topology.   
      
   Then there is the other side. Dispatch centers are extremely reluctant to   
   reboot servers. If and when it finally has to reboot and apply the last   
   year or so's patches you can kiss it goodbye for a while. In theory   
   everything magically moves to the backup server but since the fail-over   
   sometimes fails nobody wants to test that either.
