   Moving your setup on an existing Windows PC to a new one is a far from   
   straightforward process   
   .   
   Look at the summary table there, and the caveat “doesn’t transfer   
   settings” or “doesn’t transfer all settings”, or even “doesn’t   
   transfer [some] files”, under *all* the options that don’t cost money.   
      
   Seems like Windows has no built-in capability to make the process   
   anything close to seamless.   
      
   On Linux, these “settings” are just stored in files, and can be   
   transferred via any regular file-transfer utility. For example, using   
   the tools which come standard with typical distros.
