What makes you think Intel or AMD will even be relevant in 9 years time ?
9 years is a very long time in this technology world.

Given current trends the major processor of the day may very well be
a revolutionary European or Chinese design, given that the US is no
longer investing in its long-term future or developing engineers and
   scientists for that future.

Oh, and before you outright dismiss that idea, don't forget that
a British CPU design is at the centre of pretty much every smartphone
on the market because the US had nothing that could even come close
   to matching that British design.
