   Adding manpower to the project now may be too late to have a   
   positive impact. It depends on how well the outstanding tasks   
   can be done in parallel an how difficult the onboarding process   
   would be.   
      
   But having added manpower early in the project would almost certainly   
   have had a positive impact.
