   Given that the VMS DCL syntax was specifically designed to allow a   
   distinction between per-file qualifiers and global qualifiers, this seems   
   like a strange limitation, don’t you think?   
      
   Again, *nix linkers are able to manage both on the command line, without   
   needing separate options files.
