The (potential) business goal is obvious if you have wide enough viewpoint
and not just a VMS-specific viewpoint.

Actually, this kind of approach seems a perfectly normal option if you
have any knowledge of embedded systems development. The main difference
is that you are developing applications to run on top of that embedded
system instead of pushing a system image via a JTAG port (for example).

I've long thought VMS systems should be considered as some kind of
a higher-level embedded system where applications are developed locally
and then packaged up and pushed onto the target VMS system. It looks
like VSI are moving in that same direction as well.

And VSI would not be putting the effort into this unless customers
had indicated interest for such an approach.

This is exactly the kind of thing that VSI should be doing. Well done
to them for actively exploring this approach.

This is the exact example I was going to use until you beat me to it. :-)

When was the last time a 3270 class terminal for serious z/OS software
development was acceptable to developers as the only development option ?

And it's not just about creature comforts; it's about been able to do
things more efficiently and quickly than is possible on the target
   system itself.
