   Developing on a different OS than the target is totally standard   
   today.   
      
   Yes - the 1/3 of development that is native code have some issues   
   that need solutions.   
      
   But the 2/3 of development that is non-native code (Java, .NET,   
   Python, JavaScript, PHP etc.) just do it.   
      
   The most common setup today must be development on Windows   
   targeting Linux servers.
