   I don't think so.  The diagram showing them separately was just   
   conceptual.   
      
   Section 3.9, p.66 describes how TCP responds to an incoming SYN segment,   
   and it says that it responds with a SYN+ACK.   
      
   The reason is that you can't send anything until you've sent a SYN, to   
   tell the other end what your initial sequence number is.
