   Not having actually written a TCP stack, it would seem to   
   be confusing.  The state machine would have to have an   
   additional state, which would otherwise not be needed or   
   used.   If B replied with SYN first and ACK second, then   
   A might try to start a new connection.  (The first connection,   
   not yet being complete, likely wouldn't be in the table   
   of open connections yet.)
