   In the context of telnet, he's probably talking about Ctl-s and Ctl-q to   
   stop and resume terminal output.  This was originally XON/XOFF flow   
   control for teletypes, but was retained for user control of continuous   
   output (although these days it's more common to pipe through a pager   
   like "more" or "less").
