   I am not sure it is polite to ping Google a lot, especially not at   
   high rates (which may be needed to trigger the problem).   
      
   There is a problem with the OP's question: he claims that ISP gives   
   him less than they promise, but he doesn't give a single concrete   
   example of a case when the ISP fails. ("lousy connection" and "screwed   
   up TCP/IP feed" doesn't count).   
      
   Such an example could be "FTP server example.com usually serves X kB/s   
   and ISP promises Y kB/s, but I just get Z kB/s".
