   But you are in a different country, not known to us?   
      
   It's not a given that Iran, Russia east of the Ural, or outer   
   Mongolia should have super-short ping times to e.g. Japan, just   
   because they all belong to Asia.

   Your ISP almost certainly has no control over the path to Iceland.   
      
   You should try pinging hosts close to you. Start with for example your   
   gateway into the ISP's network.  I get ~30ms to mine.   
      
   (Not that this necessarily has to do with your low speed.)
