   Many systems don't like fragmentation down to length 1, but that   
   is IP fragmentation, not at all related to your question.   
      
   If there are programs that specifically check for 1 character   
   input, then I am sure someone will write a client that sends   
   a line at a time.  People use telnet because it is there and   
   easy to use, not because there is anything special about it.   
      
   (I have heard stories about systems removing telnet to prevent   
   such, but leaving ftp available.)
