   I don't like your "peeping tom" analogy -- you make it sound slightly   
   immoral to send unsolicited IP packets to an internet host. In my   
   view, it's fine to talk to any host, as long as you don't do any harm.   
      
   (Guessing passwords or use exploits to go further in is not OK though.)
