   I was in college when the TCP/IP Internet was launched, and I had been   
   following the development at the time.  I can't recall any mention of a   
   "telephony fee" in the design.  Is this something specific to Australia?

   Most of the designers of the Internet went on to get good jobs at the   
   companies that have been taking advantage of this medium.  If you're   
   such a hot-shot, companies like Google, Yahoo!, etc. should be eager to   
   pay you.   
      
   So stop begging for handouts and get a job.  I have no idea what   
   telephony fees you're talking about.
