   You said you were running Windows Server 2003, the page you refer to   
   mentions a hotfix which *adds* CTCP to 2003 and XP-64, it's not   
   mentioned as included in any service pack so unless you have that   
   specific hotfix manually installed you shouldn't have CTCP available   
   on W2003...   
      
   Given that the registry key is also missing I think we can safely   
   assume that if this is Server 2003 there's no CTCP involved.   
      
   It IS available in Vista/2008/W7/2008R2 but even there it's IIRC   
   disabled by default. There's a simple command line to enable/disable   
   it on Vista+ network stacks.
