   Well broadcasts should come through, but if it doesn't

   Hmm.  You could put a permanent static ARP entry in another   
   host with the MAC address of the device, and then ping that   
   address.  That might just convince it to do something, though   
   the result might be some kind of error.   
      
   Some will do gratuitous ARP on startup.
