   and writing TCP data.   
      
   For many years I used NCSA Telnet under DOS and MacOS where it   
   ran directly off the ethernet card, no OS helping in between.   
   The configuration file gives the address and IRQ values and   
   indicates the type of ethernet card.   (There was also the   
   MacTCP version with a little help in between.)   
      
   I suppose the program can delay acting on the data, but there   
   isn't really much else for it to do.
