   Yet... unless the routing changes based on DF being set, if the max   
   before things stopped working with DF set was 13whatever, shouldn't   
   the responses for the DF clear and 14whatever have come back   
   fragmented?  Or is the hypothesis that the brokenness is on the way   
   out?
