   Last I knew, the Windows included ftp client wouldn't do passive.   
      
   There are other ftp clients, though.   
      
   Otherwise, try wput.

   It might get through that, but it doesn't get through NAT systems   
   that don't know about active ftp. Active ftp uses a separate TCP   
   connection, from the server back to the client. The firewall   
   and NAT have to know how to do that.
