   According to Wikipedia, RUDP is "Reliable User Datagram Protocol",   
   http://tools.ietf.org/html/draft-ietf-sigtran-reliable-udp from 1999.   
   According to the draft it's layered on top of UDP, so I suppose it's   
   suited for being implemented in a library.   
      
   I don't know of such a library; sorry.   
   What do you want it for -- experimental use?   
      
   If you need something which is more widely available, try SCTP.   
   That's what's used today for what the draft describes as the target   
   application of RUDP:   
      
     A reliable transport protocol is needed to transport of (sic)   
     telephony signaling across IP networks.
