   Perhaps because if Y added information to its ARP cache for any old   
   broadcast it saw, which wasn't a request for its own IP address, it   
   could very quickly have a very large ARP cache.   
      
   Is your timing really that tight that you cannot affort the time it   
   would take Y to ARP for X when Y wanted to start sending traffic to X?
