   depend on how you define "active",   
   if it's "responding to ICMP ", then yes, "nmap" is right choice :)   
   easy to scan large scale of network by setting an parameter like   
   "129.22.0.1/16"   
      
   nmap is also capable of doing various TCP scans, e.g., half-open syn scan
