Today I switched to a different ethernet port (marvell yukon adapter).   
      
   My PC's motherboard has two ethernet ports, one from nvidia and one from   
   marvel.   
      
   I disconnected the cable modem's power and then re-connected it to make this   
   ethernet port work and get a proper IP assigned from cable modem DHCP, if this   
   power cycle is not done windows would assign it an IP in 169 range. I don't   
   know why Windows would    
   do this, this seems to be a bit of a bug in the system design.   
      
   Windows should wait a bit and wait for the cable modem to do this, if windows   
   does it too fast, then apperently the cable modem cannot overwrite this   
   windows setting, this is a bit weird.   
      
   But anyway the power cycle trick worked and now the public IP has changed,   
   which is kinda odd, it seems to be back to it's old setting when I perhaps   
   used that ethernet port in the past... kinda weird to see it back again.   
      
   Here is new ipconfig /all, now I can compare to the old one posted before to   
   see any differences:   
   (Also meanwhile I have disabled IPv6, link layer topology and QaS packet   
   scheduling to reduce complexity and attack surface and hopefully reduce source   
   of bugs/errors/confusion)
