   What's also "simple" is that when one keeps on adding additional   
   requirements and tests to be "truly entitled", a smaller & smaller   
   percenage of those who are truly entitled are able to successfully make   
   it through the gauntlet.   
      
   Case in point, if you have to merely provide proof of your age on a   
   daily basis, any day that you forget to submit ... you're cut off.
