   No.   
   How about putting some qualifications on receiving benefits?   
   It's no secret that more kids = more money and the amount needed   
   to be spent is not linear.   
      
   Require some responsibility.   
   You apply for public assistance and you have 2 kids.   
   Fine.   
   You have another kid and you don't get additional money.   
      
   Then there are the stores that violate the SNAP program every day.   
   They don't care what you buy as long as you buy it at their store.   
   It's wink wink nod nod time.   
   The reason the system is full of corruption is because there is no
