   I'm surprized that OSS is enabled on a stock PiOS.   
   You may have a the file   
      
    /etc/modprobe.d/oss-compat.conf   
      
   present, or a similar name.   
   Move that file to /etc/modprobe.d/oss-compat.conf.off   
   and reboot.
