   To a NTSC video monitor yes, absoluttely to a multi-sync VGA monitor.   
   However the signal levels are not correct for NTSC and VGA,   
   so some simple circuitry is needed to get the signals into the   
   allowed voltage ranges.   
      
   If you can find one of those DB-9-DB-15 adapters they used to make   
   for going from CGA/EGA adapters to VGA monitors, you are practically   
   there.
