   Three-prong and permanently attached power cords usually means the   
   same model was also sold in a non-USA but still 120V 60Hz market,   
   most likely Canada. CSA safety requirements were tighter on grounding   
   than UL on consumer electronics (mainly what is used in the US),   
   so USA-only products routinely end up with the cheaper two-conductor   
   power cord. Internally, the two power systems may be identical, but   
   on USA models the chassis or power supply grounding point are not   
   attached to anything.   
      
   This is also related to why machine versions meant for USA markets   
   frequently had attached power cords, while those also sold in other   
   countries had DIN connectors on the machine and a detachable power   
   cord, although this also had to do with whether the internal power   
   supply could support power sources other than 120V 60Hz.   
      
   The use of the removable power cord allowed the retail store to replace   
   the power cord when power outlets in a given country differed from   
   the configuration of the shipped cord. Some countries don't allow   
   you to send a cord with no plug, that is, bare wires on the end to   
   which the consumer or store must attach the appropriate plug to   
   the cord, while others allow that, despite the obvious potential   
   hazard of letting consumers do so.
