   Yes, highly unlikely to be a terminal.  It's most likely one of the many   
   hundreds of generic CP/M based computers of the period but it could be a   
   specialist control system.   
    The "number keypad" on the left looks more like two or three columns of   
   buttons to me and might be a set of dedicated function keys.
