   I also have a Model 4, non gate-array, and it has two 360K 5.25" drives   
   inside.  I attached a 3.5" drive as an external Drive :2, and was able to   
   format 80 tracks, DSDD.  One of my 4P's has two 3.5" drives, and I have no   
   problem with those, either.   
      
   What make of floppy drives are you using?  Do they have jumpers for RDY,   
   drive select, etc.?  Many newer ones don't have jumpers. You can't use a   
   cable with a twist on the TRS-80.   
      
   Just for fun, did you try to format 40 tracks, double sided?   
      
   Did you build your own cable, or just use a card edge to pin adapter?  If   
   you built the cable, is there any chance that the pin 32 (I think) is not   
   going through?
