That is because the article switches from reporting what CISA said to what
the writer/publisher believes regarding VPN service -- i.e. that a blanket
rejection of VPN all together is not good.  I don't see that as misleading.
 If anything, it is covering both sides which is what reporters are supposed
to do (but often don't do any more).

Important to note that this particular news source often runs inline ads for a
VPN provider or two, so they are not going to bite the hands that feed them.
