Briar (mobile only) could work well. It has Forum, Blog, and Prive Groups features, in addition to direct messaging to a Contact. Briar works with wifi, cell, bluetooth. I just learned about https://wigle.net/index today. It appears that you need an account to see anything useful. But I asked the user if they can get a report on the network status in Iran.
