   And thy wonder why companies moved outside the USA.   So rights to him   
   should be based on who paid for what.  OK.  Then people who pay no   
   income taxes or don't drive a car should not be allowed what services?   
      
   Those pay for the services.  Oh forgot Property Taxes too.
