   Murphy's administration placed Alvarez, an attorney and Democratic   
   operative, in the position even though he had no direct experience   
   with school construction and even though — unknown to the governor   
   at the time — a woman had spoken to prosecutors about an incident of   
   sexual misconduct allegedly perpetrated by Alvarez, according to   
   sources and news accounts.   
      
   The governor’s aides were twice made aware that Alvarez had been   
   accused of criminal conduct, first during the transition and then   
   again after Alvarez began working for the government this year,   
   according to the two sources who declined to describe the nature of   
   the accusation.
