i can't do anything about that... but you can ;) if you don't want to pay it,
the go under the table... but then, you loose out on a lot of other stuff...

social welfare is governmental provision of economic assistance to persons in
need... how, when and where it is applied is not up to you or me... the
politicians put it in place... the only way we might change it is if we become
politicians and i don't think that either of us wants to do that ;)
