Personally, I think they throw the figure into the air and let it ride.

It's horrendously flawed. The system is heavily slanted in favor of the 
custodial parent.  It doesn't even matter if the situation is 
supposed to be joint custody.

All to often, what is called child support ends up being a 
windfall for the custodial parent.
